A Determinant Analysis of Public Health Veterinarians’ Future Career Prospects Perception

This study empirically analyzes the structural factors influencing perceptions of career prospects among Public Quarantine Veterinarians (PQVs) in Korea. In recent years, the PQV system has experienced a decline in appeal due to improved military service alternatives, negative perceptions of livestock-related work, and dissatisfaction with working conditions and compensation. Since 2023, the system has not met its annual recruitment targets, raising concerns about its long-term sustainability. Using national survey data from 193 PQVs, we apply an Ordered Logit Model to examine the determinants of career outlook. The analysis finds that assignment to Seoul, Gyeonggi, or Jeju regions, a willingness to pursue a public service career, recognition of appropriate daily workloads, and guaranteed break times are associated with more favorable career perceptions. In contrast, perceptions of longer service duration, skepticism about the necessity of the PQV system, and excessive additional duties are linked to more negative views. Longer service periods, in particular, appear to amplify concerns about opportunity costs and uncertainty regarding future career planning. These findings suggest the need for a shift from simple compensation-based approaches toward a more comprehensive policy strategy that includes flexible service durations, regional incentives, equitable working conditions, and stronger institutional trust. As the first quantitative study of the PQV system’s structural limitations, this research offers meaningful insights for improving the sustainability of Korea’s alternative public veterinary service framework.
