This paper focused on developing an explosives simulant for localizing explosives detection equipment. To achieve this, a simulant was created by blending actual explosives such as trinitrotoluene (TNT), hexogen (RDX), and Pentrite (PETN) with Petrolatum. The simulant samples were subjected to analysis using Nuclear Magnetic Resonance (NMR), Fourier-transform Infrared Spectroscopy (FT-IR), and High Performance Liquid Chromatography (HPLC). Furthermore, detection limit tests were conducted on Explosive Trace Detectors (ETD) to verify the suitability of the prepared simulant for localization development of explosives detection equipment. The results revealed that the original properties of the explosives remained unchanged after mixing with Petrolatum, and ETD detection was feasible at a weight of at least 30 ng. Meanwhile, research on the manufacture of inert simulated explosives for EDS has never been conducted in Korea, so it remains a challenge
