수중 수색 및 구조 현장에서 ROV–SCUBA 연계 운용의 적용성 - 세월호 참사 사례를 중심으로 -

This study assesses the applicability of integrated operations between Remotely Operated Vehicles (ROVs) and manned diving for underwater search and rescue, using the April 16, 2014 Sewol Ferry disaster as a case study. Based on tidal current predictions from April 16 to May 16, 2014, daily and cycle-based operational durations were quantitatively analyzed. A four-phase deployment structure—Standby, Pre-dive ROV tasks, Manned diving, and Post-dive ROV tasks—was adopted, and the operational strategies and mission roles of each phase were examined. Compared to manned-diving-only operations, integrated deployment extended operational time by a factor of 1.44 during neap tides and a factor of 2.37 during spring tides. The shortest operable window was 140 minutes under strong currents, while the longest reached 9270 minutes under weak currents. These findings demonstrate that the integration of manned and unmanned systems enables functional complementarity, reduces manned-diving bottom time, and enhances operational continuity and diver safety. They further demonstrate the effectiveness of phase-based coordination of ROVs and manned diving in addressing dynamic tidal conditions and support the development of safe and efficient underwater operational strategies for disaster response.
