인구변화 대응을 위한 노인복지관 발전방향에 관한 연구

South Korea is experiencing rapid demographic shifts, including accelerated population aging and regional population decline. At the same time, more active seniors seeking dynamic later lives are prompting a reconsideration of the roles and functions of senior leisure and welfare facilities. This study aims to present developmental directions for senior welfare centers that can respond effectively to these demographic changes, along with spatial and functional strategies suited to the characteristics of the Gyeongnam region. Through literature reviews and case analyses focused on the region’s demographic patterns and facility operations, the current supply of senior welfare centers was found to be insufficient, falling short of growing demand. As a result, many older adults who wish to use these facilities are unable to do so due to limited capacity. The analysis also revealed an overemphasis on lifelong education and hobby- or leisure-focused services. These findings underline the need for senior welfare centers to move beyond simple leisure provision and instead develop into community hubs that promote social participation, interaction, and lifelong learning. Such a shift can enhance quality of life for seniors, strengthen local communities, and offer policy guidance and practical strategies for sustainable welfare planning in aging regions. In this context, the study holds both academic and practical significance.
