The Statute on Siberian Kyrgyz, made in 1822, was the legal basis for the Russian imperial government's colonial policy toward the Kazakhs, and was the foundation for all subsequent legal reforms. The Statute aims at the confirmation of administrative units and the establishment of a judicial system. At that time, the Kazakhs had their own customary law and judicial system, and above all, since this transplanted Russian legal system denied several important institutions derived from the Kazakhs’ nomadic economy, severe conflicts in the future were predicted. Considering the importance of this Statute in the legal and economic history of the Kazakhs, it is urgent to translate the full text and analyze its contents. This paper was written to summarize and interpret the Statute and to use it as a basis for future research.
