로컬경제 활성화를 위한 공간재생 법제의 고찰

초록

Our country is rapidly declining due to direct and indirect factors such as population decline due to declining birth rates, population outflow to cities, increase in old housing, increase in the proportion of elderly people, decrease in jobs, and weakened industrial base, and this is developing into a social problem. Lively and vibrant cities that people want to live in are the foundation for economic growth and active exchange, and such cities are key factors in enhancing national competitiveness, so it can be said that the regeneration of old spaces is very necessary. In order to overcome and revitalize the local economy, it is important to realize that efficient spatial reallocation and regeneration are necessary. Therefore, we compared and analyzed the current legal system in Korea and overseas cases to identify its limitations and find ways to improve it. The limitations of our country's current legal system include, first, the lack of clarity in the concept of spatial regeneration, second, confusion caused by mixed legal systems, third, the vagueness of standards due to the duality of the Vacant House Management Act, fourth, difficulties in securing financial resources for project promotion, and fifth, the lack of voluntary participation by residents. Accordingly, the following improvement measures were proposed: first, establishing and clarifying the concept through reorganizing the legal system; second, improving the vacant house management system; third, securing financial resources through expanding private investment; fourth, establishing a plan to expand resident participation; and fifth, establishing a plan to increase the value of spatial regeneration. The region is gradually declining. The government's quick implementation and the voluntary participation of residents are urgently needed to prevent the decline in the regional economy from becoming a vicious cycle and acting as a stumbling block to the national economy.
