삼각퍼지수를 활용한 기술사업화 촉진정책의 진단과 발전방안: 기술기반 경제발전 모델을 중심으로

초록

This paper aims to evaluate the competitiveness of South Korea's technology commercialization policies in terms of 'industrial development' at a point 25 years after the enactment of the Technology Transfer Promotion Act in 2000, and to propose new directions for technology commercialization policies necessary for the advancement of Korean industry. To achieve this, indicators for assessing the competitiveness of South Korea's technology commercialization policies were developed based on Tassey’s (2018) technology-based economic development (TBED) model, and the assessment was conducted with the participation of experts with over 30 years of experience. The diagnostic results, expressed in linguistic terms, were quantified using fuzzy theory to derive relative rankings, and in-depth measures to enhance the contribution of technology commercialization promotion policies to industrial development were discussed. In conclusion, based on the diagnostic results, the study proposed three strategies to advance technology commercialization policies for the leap forward of Korean industry. Additionally, the study pointed out its limitations and suggested directions for future research.
