A Study on Strategies for Enhancing the Geographical Indication System — Focusing on the Case Study of Registered Geographical Indications in the Gyeongnam Region —

The geographical indication system is a system that certifies products that combine natural and human elements of a specific region. It was introduced in 1999 and has been in operation since Boseong Green Tea in 2002. However, as we have seen, there are problems such as ① inconsistency between geographical characteristics and geographical indications, ② decrease in the rarity of the geographical indication itself, ③ low recognition, and ④ failure to reflect the distribution structure of each product. First, in terms of regional characteristics and cultivation methods, geographical indications are determined by reflecting various factors such as regional climate, soil, and cultivation methods, but recently, due to climate change and regional development, some of these factors have begun to change. Accordingly, it seems necessary to introduce a system that can adjust to the current situation by establishing a procedure for renewing the initially registered geographical indication every 10 years. In addition, the rarity of geographical indications can decrease when multiple regions register the same crop. For example, Hadong green tea, Boseong green tea, and Jeju green tea are all registered as geographical indications, reducing their rarity. In addition, various marks can be attached to a single product. For example, in the case of Hadong green tea, in addition to geographical marks, GAP, HACCP, pesticide-free, organic, etc. can be attached. This can cause confusion for both consumers and producers due to the proliferation of marks, so improvements are needed. In order for the geographical mark system to be activated, the most important thing is to make efforts to raise awareness. In particular, government-led advertising and promotion, which operates the system, seems necessary. For example, awareness of local agricultural products can be raised through TV commercials, young consumers can be reached through SNS, and market share can be expanded through cooperation with large companies to develop new products utilizing geographical marks and through cooperative marketing strategies. In addition, it is necessary to reexamine the attachment of geographical marks that reflect the individual distribution characteristics of geographical marks. In other words, when agricultural products and seafood are sold directly to wholesalers or in markets, situations may arise where it is difficult to attach geographical marks to products, such as when they are sold without geographical marks attached after processing. In order to solve these problems, it seems necessary to establish a system that can manage geographical indications throughout the entire distribution process of each geographical indication product and to implement a geographical indication attachment system that reflects the distribution characteristics of each product.
