코로나19 발생 전후 지방의료원의 효율성 비교･분석:34개 지방의료원을 중심으로

This study aimed to measure the impact of COVID-19 on 34 local medical centers nationwide, dividing them into before, during, and after the COVID-19 outbreak. The efficiency was measured using the DEA super-efficiency model and compared with each other. In addition, to analyze the change trend in efficiency over time, an analysis of the change rate of the Malmquist productivity index was conducted using balanced panel data from 2019 to 2023. The results of the DEA analysis showed that the overall average technical efficiency of the CCR model in 2019, 2021, and 2023 was 1.0177, 0.9809, and 0.9013, respectively, showing an overall trend of decreasing efficiency over the COVID-19 period and not recovering even in the endemic period. In the analysis of the dynamic trend of productivity, the change rate of the productivity index was found to have increased by an annual average of 10.42% during the period, and there was an increase in all of the detailed components of the productivity index. That is, there was a 3.36% increase in the technical efficiency change rate and a 0.96% progress in the technical change rate. There was a 2.98% increase in the pure technical efficiency change rate and a 2.19% decrease in the scale efficiency change rate. In the regression analysis with the measured variables, a significant relationship was found in the number of beds (-) and the number of hospitalized patients (+) in 2019, and in 2021, there was a significant influence in administrative personnel (-) and the number of hospitalized patients (+), and in 2023, a significant relationship was confirmed in medical personnel (+), number of hospital beds (-), medical revenue (+), number of outpatients (+), and number of hospitalized patients (+).
