코로나19 발생 전후 지역 공공도서관의 효율성 변화 비교 분석: 부산광역시 소재 30개 공공도서관을 중심으로

In this study, we compared and analyzed the efficiency and productivity of 30 public libraries in Busan Metropolitan City before and after the outbreak of COVID-19 using hyper-efficiency analysis and Malmquist productivity analysis techniques. First, in the static efficiency analysis, the average CRS super-efficiency was 0.77 in 2019, before the COVID-19 outbreak, 0.8997 in 2020 during the COVID-19 pandemic, 0.7856 in 2021, and 0.7323 in 2023 during the endemic period. In the VRS analysis, in 2019, before the COVID-19 outbreak, the VRS was 0.8734, and the SE was 0.9188, indicating that inefficiency was more attributable to the VRS. Entering the endemic period in 2023, the efficiency showed a similar pattern to that of 2019, before the COVID-19 outbreak. Second, Malmquist productivity analysis revealed a 10.46% decrease in overall MI, a 2.32% decrease in SC, and an 8.33% decline in TC, indicating that the decline in MI was primarily due to technological deterioration. A component analysis of EC revealed a 1.37% decrease in PEC and a 0.97% decrease in SC. The average change in MI over time showed increases in only three libraries (Donggu, Mangmi, and Jungang Library), while 27 libraries showed decreases. The primary reason for the overall average MI decline during the studied period was the significant 57.16% decrease in MI in 2020 due to the COVID-19 pandemic.
