상수도 파손에 따른 피해액 산정을 통한 상수권역 지역경제효과에 관한 연구

Recent domestic water supply accidents have highlighted the urgent need for addressing compensation issues and improving water pipe damage prevention and system reforms. While existing research has primarily focused on preventive measures and alternative solutions, studies specifically examining compensation and loss estimation remain scarce. The lack of defined loss estimation standards hinders the provision of adequate compensation to residents affected by water supply damage, leading to civil complaints and dissatisfaction, as evidenced by real-world cases. This study aims to define critical variables related to compensation and develop a methodology for quantifying and predicting damage costs by calculating losses based on defined variables. We simulated the 2019 Incheon red water incident and a hypothetical water supply damage situation in parts of Gimhae City, Gyeongnam, to estimate potential losses. By applying differential weighting to the severity of the situation, we found that a daily budget exceeding 900 million won is required, and the losses escalate significantly with prolonged restoration of water supply facilities. Furthermore, comparing our calculated losses with the standard loss of private consumption expenditure per capita reveals a substantially higher burden. The proposed method, incorporating relevant weights, offers a practical approach for local governments to estimate realistic damage costs tailored to specific situations.
