공공 R&D 연구기관의 성과효율성 분석에 관한 연구: 정부출연연구기관과 특정연구기관을 중심으로

The public R&D sector aims to contribute to scientific and technological advancement and economic growth, receiving national-level investment and guarantees of operational autonomy. However, in the wake of the pandemic, as the global economic crisis deepens, advanced countries weaponize resources, and investment and supply chain polarization intertwine, the efficiency of R&D outcomes relative to investment has become a crucial factor in institutional operations. This study classifies the public R&D sector into two types based on differences in management systems: ‘government-funded research institutes’ under the National Research Council of Science & Technology (NST) and ‘specific research institutes’ under individual government departments. Using Data Envelopment Analysis-Window (DEA-WINDOW), the study comparatively analyzes the performance efficiency between these two types from 2018 to 2022. According to the analysis results, specific research institutes showed higher performance efficiency in quantitative outcomes such as papers, patents, and technology transfers. On the other hand, government-funded research institutes demonstrated higher performance efficiency in both quantitative and qualitative outcomes, including technology fees, technology transfer success rates, and competitiveness. Notably, the gap in technology transfer competitiveness was observed to widen over time. The findings of this study are expected to serve as a reference for establishing public R&D management policies in the recent scientific and technological environment, where the virtuous cycle of improving qualitative performance efficiency, expanding public R&D scale, triggering innovative and challenging R&D, and establishing technological competitiveness has become increasingly important.
