경관행정 공무원의 인식에 기반한 AI–Human Hybrid 경관심의 운영체계의 정책수용 구조 분석

This study examines the policy acceptance structure of an AI–Human Hybrid landscape review system based on a survey of 34 local government officials in South Korea. Frequency analysis, cross-tabulation, Pearson’s chi-square test, and correlation analysis were conducted. Significant relationships were found among the clarity of landscape review criteria, consistency of preliminary review results, AI participation, administrative incorporation, and responsibility acceptance. In particular, formal administrative incorporation and legal applicability were strongly related to actual administrative applicability, while intention to use the AI support system was associated with expected workload reduction. No significant relationship was found between the consistency of preliminary review results and the preferred Hybrid operational structure. These findings indicate that policy acceptance is shaped by interconnected operational, technological, administrative, legal, and practical factors. Therefore, institutionalizing an AI–Human Hybrid landscape review system requires phased institutional design and operational standards that comprehensively address these factors.
