균형성장시대의 논리: 지역자산 가치화와 성장판의 확장

초록

This study identifies the diseconomies of agglomeration caused by excessive concentration in the Seoul metropolitan area and the crisis of regional decline as structural limitations of Korea’s existing growth model, and proposes the logic of “balanced growth” as a new national development strategy. Unlike conventional balanced development policies centered on functional decentralization and fiscal redistribution, balanced growth seeks to redefine regions as active agents of growth and transform regional potential assets into key drivers of national economic expansion. The study categorizes regional strategic assets into energy and ecological resources, idle spatial and physical assets, and human and social capital, while analyzing the structural constraints that have hindered their economic valorization, including information asymmetry, path dependency centered on the capital region, and the absence of profit recirculation mechanisms. Based on this analysis, the study proposes several implementation strategies for balanced growth: establishing a regional asset valuation system, building industrialization infrastructure based on energy highways and digital platforms, and creating institutional mechanisms that ensure local reinvestment and circulation of generated profits. Furthermore, the study emphasizes the need to foster self-sustaining regional innovation ecosystems through mechanisms such as the Balanced Growth Impact Assessment System, the “5 Mega-Regions and 3 Special Regions” strategy, and region-led governance. Ultimately, this study reinterprets balanced growth not merely as a policy for regional equity, but as a positive-sum national development strategy aimed at expanding the country’s overall growth potential.
