초록

The purpose of this article is to propose a balanced definition in response to the question "What is politics?" To achieve this purpose, the following series of discussions will be conducted. First, the introduction explains why a balanced definition for this question is needed. It clarifies as much as possible what the question means. It explains 21 existing definitions that have been presented in the history of political philosophy regarding the question "What is politics?" By analyzing existing definitions, the dimensions for defining politics are categorized into scope, approach, perception, and evaluation, which are further classified into macro/micro, realistic/idealistic, institutional/procedural, and critical/analytical types, respectively. Comprehensiveness, balance, and organicity are presented as requirements that a good definition of politics should possess. In conclusion, this article proposes a balanced definition: "Politics is all activities that use power to realize partisan interests or just public interests in the process of creating and enforcing collective norms when various forces reasonably disagree within a community."
