수산물 원산지규정의 실질적 엄격성 분석: FTA 품목별 활용 데이터를 중심으로

초록

This study examines the “actual restrictiveness” of rules of origin (ROO) for fisheries products by comparing and analyzing product-level FTA utilization data, and proposes an analytical framework that can be used in negotiation and policy decision-making. As Korea’s FTA network and utilization have entered a mature stage, demands for the adjustment of product-specific ROO have increased, heightening the importance of obtaining objective evidence through linked analysis of utilization rates and product-specific rules of origin (PSR). The fisheries sector, characterized by material-based product classification and relatively simple processing structures, serves as an appropriate case for identifying the gap between formal restrictiveness and actual restrictiveness of ROO. Based on accumulated FTA utilization data, this study constructs product-level panel information and examines tariff schedules, processing stages, and PSR types in an integrated manner to assess the actual restrictiveness of ROO. This approach is expected to support not only negotiation responses but also the development of strategies to expand exports.
