GDP 상위 12개국 상원의 구성과 권한 비교·분석: 지역 대표형 상원 도입에 관한 정책적 함의

초록

There have been steady normative and general studies on the need to introduce a regional representative Senate for decentralization and balanced regional development. However most Senate-related studies are theoretical in nature lacking theoretical and historical approaches and are facing criticism for not providing quality information. This study aims to present policy implications for the introduction of regional representative Senates by empirically analyzing the composition and powers of the Senates of the 15 countries with the highest GDP. To this end this study uses the Inter-Parliamentary Union's data-set as primary data. This study compares and analyzes 9 categories of the composition and powers of Senates, excluding UK, China and Korea. The results of the analysis provide several implications that should be considered for introducing a regional representative Senate in the future.
