필수보건의료 개념의 대두와 공공보건의료 담론 변화 탐색

This study aims to empirically explore the changes in social discourse surrounding the concepts of “public health care” and “essential health care” in Korean society since 2000 through the theoretical framework of neo-institutionalism. By doing so, the study aims to explore strategies and concrete measures for shifting the social discourse toward a “public health care”-centered perspective. This study extracted relevant literature on public health care and essential health care from major bibliographic databases, conducted content analysis, and visualized the publication frequency alongside key related events to observe trends. The results indicate that the publication frequency of “public health care” literature has gradually increased since the 2000s, sharply rising after 2015. However, in recent years, the publication frequency of literature on “essential health care” has surged significantly, surpassing that of “public health care” in 2023. This shift has a statistically significant relationship with publishing institutions. Specifically, publications from associations such as the Korean Medical Association and the Korean Hospital Association showed a notably negative stance on the expansion of public healthcare facilities, differing significantly from other publishing institutions. Ultimately, the rise of the “essential health care” concept and the shift in social discourse have exacerbated confusion in the field of public health care. In order to improve the issues, social discussions and further research on the topic need to be expanded.
