dc.description.abstractThe Public stockholding standard set by the Ministry of Agriculture, Food and Rural Affairs in Korea is 17-18% of annual rice consumption, which was recommended by FAO in 1983. FAO's recommendations were based on international cereal stock trends from 1955 to 1972, so the results might not be appropriate for the current situation. FAO stated in the report that the recommendation levels were calculated under the specific circumstances, thus the results should be revised by time. Therefore, it is necessary to recheck the appropriate ratio of the public stockholding of the rice to meet the current supply and demand situation of rice in Korea. ‘Method A’ and ‘Method B’ of FAO’s three methods are adopted, and another method which considers the difference in harvest time and importing period from rice-exporting countries is added. USDA's World Rice Statistic data are used. The results show that the minimum safe level calculated from ‘Method A’ is similar to that of FAO’s 1983 recommendations, and that the level from ‘Method B’ is lower by 3.8~4.8% points. The third method suggests that the minimum safe level is raised by 11.3~12.3% from 17~18% to meet emergency rice demand.-
