dc.description.abstractThe recent increase in vacant houses, particularly in small and medium-sized cities, is a complex consequence of demographic changes and regional decline, leading to various social problems such as urban degradation, safety accidents, and regional economic downturn. Gyeongsangnam-do, in particular, is a prime example of a region experiencing a rapidly worsening vacant house problem due to a combination of factors such as an aging population, youth outflow, a weakening industrial base, and inadequate rural infrastructure. This study structurally analyzes the causes of vacant houses in small and medium-sized cities in Gyeongsangnam-do. Based on regional realities and case studies, this study diagnoses institutional limitations and proposes policy improvements. The research methodologies utilized literature analysis, statistical data, and a comparison of domestic and international cases. The analysis revealed that vacant houses are not simply objects of maintenance but have the potential to be transformed into assets for regional regeneration. Furthermore, it highlighted the need for tailored response strategies tailored to the specific characteristics of each region (inland, coastal, and rural). Key policy tasks include: first, establishing an integrated management system for vacant housing information; second, introducing a detailed survey system; third, strengthening incentives for private sector participation; fourth, expanding the use of public rental and remodeling models; and improving legal systems based on overseas cases. This study presents practical recommendations for shifting the vacant housing problem from a simple demolition-focused approach to a utilization-focused urban regeneration policy. It can serve as a foundation for establishing a customized vacant housing management system in the future.-
