- Abstract
- 독일의 사회민주당과 기독교민주당은 2차 세계 대전 이후 정당의 이념에 따라 업무 외 질병이나부상으로 소득이 감소한 노동자의 삶을 보장하는 정책을 실시했다. 사회민주당은 자유, 사회정의, 사회연대의 가치를 유급병가 및 상병수당 제도에 반영하는 정책을 지향해 왔다. 따라서 사회민주당은가능한 모든 노동자가 평등한 대우를 받을 수 있고, 충분한 소득 보장을 받을 수 있는 유급병가 및상병수당 정책을 추진해 왔다. 기독교민주당은 보충성원칙을 강조하면서 중⋅소기업의 재정적 부담을고려하는 가운데 유급병가 및 상병수당 정책을 만들어 왔다. 기독교민주당은 유급병가나 상병수당 제도의 폐지를 한 번도 주장하지 않았지만 노동자도 어느 정도 재정 책임을 지는 정책을 선호했다. 그결과 두 당의 집권 시기에 따라 차이가 있는 유급병가나 상병수당 정책이 시행되었다.
