Abstract
This study proposes a tailoring methodology for the technical process group in ISO/IEC/IEEE 15288:2015 and validates it through an actual R&D case. Processes in technical process group are often too complex for small and medium-sized enterprises. To address this, a consensus-based selection method combining the House of Quality (HoQ) and the Delphi technique was developed. Expert surveys revealed that early system engineering stages—requirements and architecture definition—most strongly influence project success. The tailored processes were applied to the “Aerospace Industrial Complex Metaverse Business Collaboration Platform” project. Peer review showed high scores in appropriateness (8.3–9.1), efficiency (6.2–9.4), and effectiveness (4.1–7.8). These results show the practicality of ISO/IEC/IEEE 15288:2015-based process tailoring. The proposed HoQ–Delphi approach provides a structured and quantitative framework adaptable to diverse R&D environments. Future research will refine this method into industry-specific guidelines and AI-driven tools to enhance scalability and usability of system engineering processes.
