| dc.description.abstract | 이 논문에서는 코로나19 시기에 시행된 지방자치단체의 개인분 주민세 감면이 보통교부세 산정에 미친 효과를 분석한다. 개인분 주민세는 지방자치단체에 주소를 둔 개인이면 기본적으로 부담하는 세금으로 세율은 1만원 이하에서 지방자치단체의 조례로 결정할 수 있다. 그런데 세율을 1만원 이하로 과세할 경우 보통교부세 산정에서 페널티를 부과하기 때문에 대부분의 지방자치단체에서는 1만원까지 과세한다. 코로나19 시기에 지방자치단체는 어려움을 겪는 지역주민을 지원하기 위하여 개인분 주민세를 감면하는 정책을 시행하였다. 이러한 개인분 주민세 감면 정책은 지방자치단체의 보통교부세 산정에 영향을 미쳤는데 이 과정에서 개인분 주민세를 일부 감면한 지방자치단체와 전액 감면한 지방자치단체 간에 보통교부세 산정에 있어 차별적인 상황이 발생하였다. 본 연구는 개인분 주민세 감면에 대한 차별적인 보통교부세 산정이 초래한 문제점을 수리적 모형을 통해 분석하고 그에 따른 재정배분효과를 실증적으로 분석하였다. | - |
