한국전쟁 시기 북한 전쟁고아와 몽골:몽골 문서보관소의 자료를 중심으로

Abstract

한국전쟁 시기 북한은 전쟁고아들을 사회주의 형제국가에 보내 양육시키고 다시 북한으로 돌려보내는 정책을 실시하였다. 중국 및 동유럽 사회주의 국가에 이어 몽골도 1952년에 197명의 북한 전쟁고아를 받아 1959년 북한으로 귀국하기까지 약 7년 동안 양육했다. 몽골은 다른 국가들에 비해 상대적으로 적은 인원을 받았지만, 가장 나이가 어린 3~7세의 영유아였기에 아이들의 건강과 교육에 각별한 신경을 기울였다. 몽골에서 첫 겨울을 보내면서 6명의 아이가 사망한 사건 이외에 큰 어려움 없이 잘 성장한 북한 아이들은 1959년 5월에 북한으로 귀국하였다. 다른 사회주의권 국가로 보내진 북한 전쟁고아들도 1959년 초부터 1960년 초까지 약 1년에 걸쳐 순차적으로 본국으로 귀국하였는데 그 배경에는 1950년 중반 소련 및 동유럽 사회주의 국가에서 일어난 반독재 운동의 여파로 위기를 느낀 북한 정부가 국내의 체제단속을 강화하기 위해 해외의 유학생과 전쟁고아들을 북한으로 불러들였던 것을 들 수 있다. 귀국 이후 몽골 정부와 전쟁고아 간의 직접적인 연락과 교류는 거의 이루어지지 않았지만 북한은 지속적으로 전쟁고아를 양육해 준 것에 대한 감사의 뜻을 몽골 정부에 전했다. 북한으로 돌아간 전쟁고아 가운데 몇 명은 훗날 주몽골 북한대사관에서 근무하거나 몽골국립대에서 유학을 한 사례가 나타났는데 이러한 사례는 동유럽 사회주의 국가로 보내진 북한 전쟁고아에서도 찾아볼 수 있다. 이를 통해 한국전쟁 시기에 사회주의 국가로 보내진 북한 전쟁고아에 관한 연구는 오늘날 북한과 구사회주의 국가 간의 대외관계뿐만 아니라 북한식 보훈정책에 의한 지배엘리트층의 형성 과정을 밝혀줄 중요한 실마리가 될 것이다.

During the Korean War (1950-53), North Korea adopted the policy of sending war orphans to socialist brother countries which would take care of them and send them back to North Korea, Together with China and Eastern European socialist countries, Mongolia also agreed to the North Korean policy of trusted education and accepted 197 orphans in 1952, and cared them for 7 years until it sent them to North Korea in 1959. While the number of orphans Mongolia took was relatively small compared with other countries, those orphans were infants of 3~7 years old. Thus, Mongolia took much care of health and education of them. Except for the case where 6 children died in the first winter in Mongolia, all the others grew well, and returned to their home country in May 1959. Over about 1 year from early 1959 to early 1960, all the war orphans who had been sent to foreign countries returned to North Korea. In the background of North Korean government's decision to calling back those war orphans, there was sense of crisis felt by the government watching anti-regime riots sweeping the soviet Union and Eastern European communist countries in mid-1950s. To strengthen control of the regime, it called back North Korean students and war orphans in foreign countries. After they returned to North Korea, there were no specific communications or exchanges between the Mongolian government and those orphans. But, North Korean government periodically expressed thanks to the Mongolian government for having reared those orphans. Among the orphans who had grown in Mongolia, there were some who later worked in North Korean embassy in Mongolia, and others who studied in National University of Mongolia. Similar cases can also be found among orphans who had been sent to Eastern European socialist countries. Researches on North Korean war orphans who were sent to socialist countries during the Korean War times have current implications in the sense that they can give hints on diplomatic relations between North Korea and socialist countries and the process on how the ruling elite of North Korea was formed by the North Korean-style veteran policy.
