형사사법정보시스템(KICS)을 활용한 고독사 통계구축 방안 연구

Abstract

최근 한국은 고령화와 1인가구 증가로 고독사가 사회문제로 급부상하고 있다. 그러나 정부는 고독사에 대한 명확한 개념 정립은 물론 고독사 현황에 대한 기본적인 통계자료조차 갖고 있지 않다. 따라서 고독사 예방 및 복지서비스 정책수립에 한계를 가질 수밖에 없다. 흔히들 통계를 알면 미래가 보인다고 한다. 고독사 통계는 통계청에서 실태조사를 통해 국가통계를 구축하는 것이 가장 바람직한 방법일 것이다. 통계청의 고독사 통계 조사는 입법과 사망 질병코드 문제로 많은 시간과 비용이 소요된다. 이에 따라 본 논문에서는 변사보고서가 저장되어 있는 형사사법정보시스템을 이용하여 경찰청에서 고독사 통계구축을 할 수 있는 방안을 제안하고 이를 통한 기대효과를 검토하였다. 첫째, 변사 사건 처리 규칙(경찰청 훈령 제921호)을 개정하여 고독사를 정의하는 규정을 신설하는 것이다. 둘째, 형사사법정보시스템에 있는 기존의 변사보고서를 토대로 ①자택에서의 사망 ②1인가구 ③사망 3일 이후 발견 ④자살 포함 변사자 현황을 추출할 수 있도록 전산시스템을 개선하는 방안이다. 이러한 형사사법정보시스템을 활용한 고독사 통계구축의 기대효과는 첫째, 매년 통계자료를 구축할 수 있다. 둘째, 특별한 예산이 필요하지 않아 예산 절감효과가 있다. 셋째, 경찰청에서 자료를 생성하고 관리하므로 다른 어느 기관보다 정확한 통계를 구축할 수 있다.

Recently, the increase of lonely daeth has rapidly emerged as a social problem in Korea due to the aging population and the increase of single-person households. However, the government has no clear conception of lonely daeth and no basic statistics. Therefore, there is no choice but to have limitations in establishing policies for welfare services such as the prevention of lonely daeth. Often, the future is seen when you know the statistics. Statistics on lonely death may be the most desirable way for Statistics Korea to establish national statistics through fact-finding surveys. However, the Statistics Korea's investigation is time-consuming and costly due to legislation and death disease codes. Accordingly, in this paper, we propose a method for the National Police Agency to construct statistics on lonely death using the Korea Information System of Criminal Justice Services in which data are stored, and examine the expected effects through it. First, the establishment of regulations defining lonely daeth by revising the rules of the National Police Agency's order. Second, a plan to improve the system based on existing death reports that do not have a clear cause of death(death at home, single-person households, death discovered after 3 days and developing system to extract the status of solitary deaths) in the KICS. The expected effect of the construction of lonely daeth statistics using this KICS will allow annual statistical data construction, budget savings and building more accurate statistics.
