국내 이민자의 디지털 격차 문제 해결을 위한 정책과제와 우선순위 분석

Abstract

본 연구는 국내 이민자의 디지털 격차 문제 해결을 위한 정책과제의 상대적 중요도와 우선순위를 도출하는 데 목적이 있다. 이를 위해 정보화 정책과 선행연구를 바탕으로 분석 요인을 4개의 대분류 요인과 12개의 세부 요인으로 도출하였으며, 조사 대상은 목적적 표집법(purposeful sampling)을 통해 모집한 전문가 집단 총 30명으로 하였다. 계층구조분석(Analytic Hierarchy Process)기법을 적용한 결과, 국내 이민자의 디지털 격차 문제 해결을 위한 정책과제의 우선순위는 제도화(1순위), 교육지원(2순위), 경제지원(3순위), 거버넌스(4순위) 순으로 나타났다. 제도화에서는 법제도 개선이 가장 높게 나타났고, 교육지원에서는 한국어 교육지원이 가장 중요한 요인으로 나타났다. 경제지원에서는 경제 능력 함양 지원이, 거버넌스에서는 다차원 거버넌스 구축이 가장 높은 순위로 나타났다. 전체 항목별 중요도는 법제도 개선(0.275), 한국어 교육(0.154), 실태조사 의무화(0.135) 순으로 높게 나타났다.

This study aims to derive the relative importance and priorities of policy tasks to resolve the digital divide of immigrants residing in Korea. For this, the researchers derived 4 major classification factors and 12 detailed factors by referring to informatization policies and previous research. A total of 30 experts were recruited through purposeful sampling. As aresult of applying the Analytic Hierarchy Process technique, the policy priorities appeared in the order of institutionalization(1st priority), educational support(2nd priority), economic support(3rd priority) and governance(4th priority). The most important factor in institutionalization was the improvement of the legal system. In educational support, the Korean language learning support was found to be the most important factor. The economic capacity development support in economic support and the establishment of multi-dimensional governance in governance was respectively appeared to be the highest. For the importance of all items, improvement of legal system(0.275), Korean language learning support(0.154), and mandatory of digital divide survey for immigrants residing in Korea(0.135) were the highest.
