시책(施策) 자료집 ‘소통성’ 분석

Abstract

각 지방 자치 단체에서는 매년 그 해에 시행하는 제도와 정책인‘시책(施策)’을 발표하고, 그 시책 내용을 담은 ‘시책 자료집’을 배포한다. 시책은 국민들의 삶과 밀접하게 관련되어 있기 때문에 시책을 담은 시책 자료집은 공문서라고 볼 수 있다. 이 연구에서는 지금까지 공공언어 분석 연구에서 주목 받지 못한 시책 자료집을 연구대상으로 삼아 그 언어를 분석하였다. 국민들이 시책 자료집을 보고 그 제도나 정책을 잘 이해하지 못한다면 그 혜택을 받지 못하거나 불필요한 민원 제기로 이어질 수도 있기 때문에 시책 자료집은어떤 공문서보다도 ‘소통성’ 요건이 중요하다. 따라서 이 글에서는시책 자료집의 ‘소통성’ 요건에 대해 분석해 그 오류를 밝혔다. 이러한 분석을 바탕으로 시책 자료집이 작성되어야 할 것이고, 더불어 시책 자료집 작성 지침서 발간에도 도움을 줄 것이라 기대한다.

Each local government announces the "Policies," a system and policyimplemented that year, and distributes a "Policy Data Book" containingthe contents of the policies. Since policies are closely related to thelives of the people, the policy data book containing policies can beregarded as an official document. In this study, the language wasanalyzed by using a collection of policy data that has not receivedattention in public language analysis research so far. If people do notunderstand the system or policy well after looking at the policy databook, the requirement for "communication" is more important than anyofficial document because it may not benefit from it or lead tounnecessary complaints. Therefore, this article analyzed the'communication' requirements of the policy data collection andrevealed the error. Based on this analysis, a policy data book shouldbe prepared, and it is expected that it will help publish guidelines forpreparing policy data books.
