dc.description.abstractGerman broadcasting law consists of interstate treaty agreements relating to broadcasting and the state laws based on them. German broadcasting law is therefore multi-layered and complex and includes the interstate media treaty agreement, the interstate treaty on the protection of human dignity and the protection of minors in broadcasting and in telemedia etc. The interstate media treaty agreement aims at modern media regulation by taking into account the changing media environment the EU's audiovisual media services directive (AVMSD). Germany seeks to ensure media transparency and fairness by clarifying the rules for different forms of media, including public broadcasting, private broadcasting, telemedia, and new media platforms and media intermediaries. In addition, the interstate media treaty agreement removes the boundaries between traditional broadcasting and online media and aims at non-discriminatory regulation by introducing definitions and regulations for new forms of media. Through this, it can be evaluated that not only were traditional broadcasting formats, new media formats, and a mixture of the two formats effectively managed, but the protection of users' rights and interests was improved and media diversity was secured. In order to adapt to the changing media environment in Korea, it is necessary to consider introducing a regulatory system that can encompass not only traditional broadcasting but also new media types such as communication media and online media. At the same time, there must be discussions about how transparency and fairness in new media can be guaranteed. There is also a need to clearly define new media forms that emerge as a result of technological advancements. This is the basis for appropriate regulation of each individual medium. The aim of this article is to provide basic data for this discussion.-
