- Abstract
- The BTL system is a new way of attracting private capital to public construction projects by allowing companies to recoup their investments by leasing buildings to the government. Especially, in Korea, although a lot of BTL projects of educational facilities are being carried out all over the country, there are so many problems such as lack of experiences, insufficient systems and the degree of transparency for the selection process of suitable constructor that the reliability of BTL project is coming down.This paper was focused on the receiving low price regardless of technologies or creative ideas in the phase of the selection process of suitable constructor and the trends to the complex BTL projects of educational facilities. For improving selection procedural model for BTL projects of educational facilities, it is conducted to interviewing a specialist of BTL projects as well as analysing the case of England and the Philippines about the selection process of suitable constructor for the success of BTL project.
