대학서열체제와 그 해소방안

Abstract

I use the concept of 'Hierarchial system of universities' in order to explain the situation that all universities are ranked by entrance examination marks of students. Main factors which formed 'Hierarchial system of universities' were the hierarchial Hakbul and the concentration of power resources and opportunities in Seoul. It became fixed after 1980s. 'Hierarchial system of universities' should be resolved because it is producing the problems of university education as well as secondary education. There are three sorts of measures to resolve 'Hierarchial system of universities'. First is to mitigate university hierarchy by reforming university entrance system or by supporting local universities financially. Second is to raise liquidity of university hierarchy by transforming national universities to foundation universities. Third is to dissolve hierarchial system of universities by equalization of universities. I criticize the first two sorts of measures, and suggest the plan of 'Joint Network of national universities' as a measure of equalizing universities.
