Jangheung(Jeolla Province) along with the Naju started its early development into a hub of local administration since they both have strong ties with the old Koryo Dynasty. At the time, the logistical terminals for shipping routes between the two areas and Gaegyung(Gaeseong) and Hanyang(Seoul) of the Chosun Dynasty included Youngsanpo, Naju and Soomoonpo, Jangheung, from which the ships transported goods into the capital cities. After the Japanese colonial rule, passenger shipline (Jangsu-hwan, Sooncheon-hwan) came into service between Mokpo and Pusan. The Soomoonpo port of Jangheung county developed as a stopover port between Jangheung, Boseong and the Gagjin area. In the early 1950's a regular passenger ship line(Hanill-ho, Taean-ho, Cheonghae-ho, Yumyeong-ho) came into service between Wando and Pusan. As agricultural and fishery products from Jangheung areas needed to be shipped to Pusan, the Heojin port of Deadeok-eup developed as a sea channel port since it was easily accessible to motored ships. When the vast mud flat of Gwansan and Daedeok was reclaimed into the farm land in the 1960s, the Hoejin port as a seaward gate to the Jangheung County entered its declining phase. In the late 1970's, the Hoejin port became too shallow to even permit the Wando-Pusan passenger liner service and barely maintained its status as a connecting port among Jangheung County and Wando County for the island residents in Wando. Under these circumstances, as the Noryeok Island of Hoejineup, the best port of Jangheung County, became connected to the mainland by a bridge, the public opinion that a New Hoejin port should be developed to take the place of the old Hoejin port arose.-
