Abstract

A local urban planning committee can lead to make better quality of life and environment for its community; however, the committee has many operation problems that a few members of committee lead to the decision of deliberation and there are few channels to appeal the public and private opinions to the committee. This study aims to suggest desirable operations of the committee by analyzing the occupation of committee members, the specialty of committee members, the results of deliberation, and the number of staffs for the committee with the 105 cases of local urban planning committee in Korea. The data of local urban planning committee is analyzed by chi-square analysis and analysis of variance. This study found out that 1% of committee member comes from citizen organization and 4% of committee members have experienced with the profession of urban planning. Furthermore, the ratios of rejection to original draft are very low and government officers working for the committee are only 2 or 3 officers disregarding the sizes of local governments and regional characteristics. Thus, it is strongly necessary to increase the number of citizen representatives in the committee and enlarge the public opinion channels by opening public hearing, reading the results of deliberation, as well as offering the previous notice of committee. It is also recommended to increase the experts of urban planning as committee members of the large size of local governments and employ urban planning staffs as local government officers of the small size of local governments. It is necessary that the committee should develop the system of preliminary review of drafts, the limitation of deliberation cases in a day, and the appeal of deliberation results to the central government for review as the third party view. It is also required that the committee should establish the permanent urban planning organization for assistance of the committee and develop the education programs of urban planning to the local government officers.
