- Abstract
- 국회 상임위원회는 법안을 심사하거나 법안을 제안 혹은 폐기하면서 입법과정에 중요한 역할을 수행할 수 있다. 그렇지만 입법과정에서 상임위원회의 역할은 다양하게 나타날 수 있다. 본회의에서 법 제정이 원활히 이루어지도록 필요한 정보를 제공하는 역할을 할 수도 있고, 다수당의 정책이 반영된 법안이 만들어지도록 영향력을 미칠 수도 있다. 혹은 행정부의 대리인 역할을 하여 행정부의 정책 방향이 반영된 법안을 만들 수도 있다. 노인장기요양보험법안을 심사하면서 보건복지상임위원회는 정부 법안을 대폭 수용하였다. 아울러 정부안에 있는 위임조항들을 대부분 수용하였다. 따라서 노인장요양보험법안의 심사과정에서 보건복지상임위원회는 의도했든 의도하지 않았든 행정부의 대리인 역할을 했고 볼 수 있다.
