- Abstract
- 주민투표를 포함하여 합리적 의사결정은 정확하고 충분한 정보에 기초하여야 한다. 그리고 의사결정권자에게는 대칭적인 정보가 제공되어야 한다. 최근 지역정책에 있어서 풀뿌리 민주주의, 상향식 의사결정에 관한 논의가 활발하게 진행되고 있지만, 정작 이를 위한 정보에 관한 논의는 부족하다. 이 연구는 전주시와 완주군 간 통합 주민투표를 사례로 주민들의 합리적 투표/의사결정에 필요한 정보의 생산과 유통 과정에서 비대칭성 문제를 고찰함을 목표로 한다. 주요 연구 내용은 주민 투표와 관련된 법률과 제도상의 정보비대칭 문제, 정보 생산 주체 간의 편향, 하향식 정보 유통과 이에 대응한 프로파간다 그리고 정보비대칭 문제 완화를 위한 대안의 모색의 진행이다.
